yup! this is basically the preprint movement, eg arXiv, SSRN and and all the subject-specific *rXiv sites.

having said that, while they support all the same features you mentioned (if not IndieWeb protocols specifically), academics definitely don’t consider those features equivalent or “as good” as traditional peer review and journals, per se. definitely much more a human problem than a technological one, and probably needs primarily human solutions. still valuable and useful though!
