Sure. In general though, I think the idea is that those kinds of moderation decisions live in mod services and are consumed by AppViews and clients.

Again, unlike the fediverse, PDS admins are not expected to be responsible for moderating what their users see, at least not to anywhere near the same degree. There will probably still be strong communities around content moderation, but they'll be centered around mod services, not PDSes.
