Defederation is absolutely possible. Like the last answer, though, moderation in Bluesky will generally happen outside PDSes (instances) in mod services, and those moderation decisions will be consumed by clients, AppViews, as well as possibly PDSes.

Bluesky's internal moderation tooling has matured a lot, but as you say, it will be important to see how their federated mod ecosystem works out in practice.
