Yes! Thanks Evan. Bridgy Fed does indeed bridge RSS (and Atom) to both ActivityPub and ATProto, both directions. It converts your RSS or Atom feed to posts on both networks, and also lets you follow people on both networks and read your following feed as RSS or Atom.

No pingbacks, but yes, it does support webmentions for bridging replies, likes, reposts, etc both directions.
